The tune is more supposed to be a fling than a reel and thought to be best played in tempo moderato.
This tune had been composed by Eugene Liubarski, who is Irish music-lover from Kyiv, Ukraine. In the past he was playing in the local Celtic folk band called "Run" ("Secret") (www.run-folk-band.narod.ru). He gives this and other tunes to Ireland and the whole world. Besides, Eugene also studies traditional chinese qigong practice called Falungong which had given him great health of body and peace of mind. Despite of Falungong is spread and favoured in many countries of the world, it is cruelly persecuted by communist regime in its native land - China.

How to play, author
At last i’ve heard it in midi! That is a really interesting tune! Respect to Eugene Liubarski :)!
Highlands, Flings, Highland Flings, Highland Schottisches ~
I’d recommend you first learn a few before attempting the creation of one. It also wouldn’t hurt to know at least one of the dances that this music is used for.
Since as it is it’s not a fling, here’s a quick attempt at making it so ~
