I’ve got a shell script and "database" on my Mac to generate a chord for the first part of a bar. I never bothered to add a second pass to add a second (or third) chord within a bar since that isn’t as typical as you might think. It’s possibly 60% successful but at least gives a start, the rest is up to the ear. You’re welcome to what I have if you want it. I don’t do Python but I’m pretty fluent with shell scripts and I have a couple of approaches to sorting through abc notation. PM me if you’r interested.

Take a look at music21 library http://web.mit.edu/music21/doc/
It can’t do exactly what you need, but at least it can read ABC notation and do some manipulation with it.

In the old days, I had a lot of fun with AbcMus which sometimes gave really interesting chord progressions.

Have you tried I-IV-V?
It should work on all platforms; including Mac & python.
