I’d say it is the ‘Rakes of Kildare’.

That would be some other Rakes of Kildare, or a very idiosynchratic setting.

Jeff’s link takes you to this particular setting (or tune). I may be sorely mistaken, but my feeling is that this is more of an instrumental interlude based loosely on of The Rakes of Kildare than a setting of it.
