I got this tune from Kan, on BBC Alba here - Aidan on the fiddle at about 1:50. http://www.youtube.com/watch?v=5ZCqDpghLVk
It’s in Ab on the video. My guess is Aidan O’Rourke as the composer?
I do like the missing beat. Reminiscent of the Guns of the Magnificent Seven.
Louis De Carlo is a music industry photographer who does quite a bit with trad acts festivals etc, hence getting a tune named after him. Here’s his web site;
Since the first and last tunes are both in E dorian (or F, with Eb whistle and tuned-up fiddle), this tune should actually be in G. Nice tune though, and the crooked beat is totally awesome!
Not sure all the time changes would be entirely necessary though, just leaving the beat out works. I guess, unless you read dots. For an ABC reader like me, it just confuses me….

I agree, it does look confusing in ABC form. I might wait until Jeremy uploads the sheet music (making his life easier) and then update it.
Here it is in Amaj (I’ve updated the main ABC to Gmaj)

Here’s another tune with an odd B part by (I think) the same man…https://thesession.org/tunes/12084/
