Heard this tune on Harry Shearer’s le Show, contacted him and found it was Capercaillie. Played as a fast waltz - about 165BPM (or 55 if you’re only counting on the ‘1’).

The name of this tune is An Damez Kozh and it is not a waltz, it is a "laridé 6 temps" or "ridée". It is played by Gilles Le Bigot in "Empreintes#1" ( http://www.deezer.com/track/10008865 ), in a Emin key.
I learnt it from him in one of his workshops.
There are some errors in your sheet music but it is a good transcrition.
