This is a Scottish 6/8 march, not a jig, so of course should be played slower.
I heard this on an LP from the Forfar area called The Bonnie Lass o’ Lownie, released in the 1980s and distributed in Angus and Dundee. It was composed by a local piper who played on the record called Tom Deas. Lour is an estate - about townland-sized for the Irish folk reading this - about 3 miles outside Forfar. My grandmother’s old house where I stayed sometimes when I was a bairn was not far from Lour, so it reminds me of home.
