I don´t know Bable (the language of Asturias), but I would hazard a guess that the title means:
"Pasacalles de Oviedo". A "pasacalles" is music played in the streets, usually on traditional instruments, either in a sort of procession or just going from bar to bar.

Sorry, but this tune belongs to the Llan de Cubel’s album "IV" (track 10). Both tunes are "pasucais" from Uviéu, but this one is included in the album "IV".
