Missing Repeat Sign?

Hi… I’m guessing that there should be a repeat sign at the beginning of the fourth line to match up with the one at the end of the line (thereby giving us a 32-bar tune). Is that correct?

This is a Scottish pipe reel I’ve been fond of lately. I’ve transcribed it from the playing of The Tannahill Weavers (Dancing Feet, 1987).
